Mr. Klafleh holds an Associate of Arts degree (AA-1996) in business administration and Bachelor of Science (Bsc-2004) in Management from the AME Zion University; a Master of Science in regional Science (Msc-2018) from the University of Liberia; post graduate studies in program management, Clarke University, and series of international trainings in Human Rights, International Protection and other trainings in Gender based violence, child rights, basic social work and peace education.
He has over 20 years of experience in Human Rights, International Protection, Child Rights, Gender based violence, program/project and field operations management and development planning.
He also served in vary capacities prior to becoming Assistant Minister; Field/County Manager, Project Concern International (PCI)-USAID; Operational Assistant Officer, United Nations Mission for Ebola Emergency Response (UNMEER) in Liberia; Senior Community Services Assistant and Associate Protection, United Nations Higher Commissioner for Refugees (UNHCR); Personnel manager, Global Wood Industries, Inc; Acting Field manager and Program Officer for child protection, Save the Children-UK; Administrative Manager, African Energy and Minerals Corporation; insurer, Secure Risk Insurance, Micro Economic Manager, under the then FCIB Bank; Class-room teacher and an ordained minister of the Evangelical Church and former National Superintendent.

The Division of Social Protection has the responsibility to improve social protection system for effective and efficient service delivery across the country.
The Division creates the synergy with other ministries, agencies and corporations of the government of Liberia as well as national and international partners that are providing social protection services.

The Children Protection and Development Division within the Children and Social Protection department has the mandate to ensure that all children in need of care and protection received quality case management and alternative care services.

The Social Assistance Division within the Department of Children and Social Protection is clothed with the authority to provide the following, protect and advocate for the rights of persons with disabilities, the elderly, and the communities and provide psychosocial support to vulnerable children and their families.
This division has four units which include Rehabilitation Unit, Psychosocial Unit, Community Welfare and Ageing/Elderly Unit.
The Ministry’s core functions are to:
(a) Ensure the mainstreaming of gender, children and social protection concerns in national government policies, plans, programs and budgets;
(b) Formulate gender, children and social protection policies and strategies;
(c) Coordinate the preparation of national gender, children and social protection development plans;
(d) Design and implement monitoring and evaluation frameworks for gender, children and social protection and programs;
(e) Ensure national compliance with all international conventions on women and children, as well as on vulnerable, excluded, marginalized groups, and persons with disabilities;
The Social Registry Unit is responsible to consolidate into a single common database, structured and organized key information about current and potential beneficiaries of social protection programs, in order to create single entry point for the citizens to access the main social protection programs; ensure the inclusion of more robust controls on eligibility determination and enrollment of beneficiaries in individual programs and on periodic updating of information on beneficiaries to ensure they remain eligible; facilitate rapid identification of beneficiaries for programs that are scaling up or trying to create synergies with complementary interventions to enhance their impact; produce key monitoring reports required for decision making and management; and ensure the capability to be linked to other databases of beneficiaries outside the Ministry, as well with the National Identification Registry (NIR), when these databases become automated.

The GBV Division provides psychosocial support and other related GBV specialized protection services to survivors of sexual and gender-based violence (SGBV); as well as leading on all efforts relating to the prevention and response to GBV. The Division also provides guidance for the formulation of policies, regulations, and guidelines on the management of gender-based violence. The Division works closely with the Ministries of Justice and Health, its relevant UN Partners, Civil Society Organizations, NGOs, INGOs and other related structures to ensure the prevention and adequate response to GBV; as well as the observance of the 16 Days of Activism against Gender-Based Violence. Additionally, the GBV Division collates a monthly statistical report on GBV, which is published quarterly and annually. The Director and Assistant Director head the Division, respectively, with support from other staff members to include, the Administrative Assistant, Research Officer, Social Workers and Office Assistant.
The Women Empowerment Division leads on designing, developing and implementing frameworks for mainstreaming women in the work of ministries, agencies, commissions and all other public institutions. The Division leads on the advocacy of women’s issues by developing and implementing a framework for their promotion and empowerment; as well as preparing and implementing national information, education and communication (IEC) programs on women.
With guidance from the Minister and the Deputy Minister for Gender, the Division provides technical support for the annual observance of the International Women’s Day, International Day for Zero Tolerance for Female Genital Mutilation (FGM), All Men Conference; as well as providing support to Liberia’s participation to the Sessions of the United Nation’s Commission on the Status of Women (CSW).
The Director and Assistant Director head the Division, respectively, with support from other staff members to include, the Administrative Assistant, Program Officer and Officer Assistant.
The Division comprises of the below Units:
- Gender & HIV/AIDS Unit: The Unit, headed by a Supervisor, is responsible to review, align and adopt strategies relevant to the protection of and response to women’s specific related gender and HIV/AIDS issues;
- Human Rights Unit: The Unit, headed by a Supervisor, is responsible to design, develop and implement frameworks that ensure compliance with human rights issues and instruments relating to women and adolescent girls. The Unit also coordinates the preparation of reports required by national and international bodies and treaties on gender issues, including reports on the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), UN Security Council Resolution (UNSCR) 1325, National Review on the Beijing Declaration and Platform for Action, and the Liberia National Action Plan on Women, Peace and Security, as well as other reports on the state of women and adolescent girls;
The Adolescent Girls Division leads on designing, developing and implementing frameworks for mainstreaming adolescent girls in the work of ministries, agencies, commissions and all other public institutions. The Division leads on the advocacy of adolescent girls’ issues by developing and implementing a framework for their promotion and empowerment; as well as preparing and implementing national information, education and communication (IEC) programs on adolescent girls. The Division provides technical and leadership support to the Adolescent Girls Working Group and the Adolescent Girls Advisory Panel, respectively.
With guidance from the Minister and the Deputy Minister for Gender, the Division provides technical support and ensure the annual observance of the International Day of the Girl Child and the National Young Women and Girls Conference.

The Division is responsible to monitor and evaluate planned programs and it projects’ activities and ensure it synchronize with the Governance Commission’s policies on monitoring and evaluation system in adherence to national laws, policies and regulations; Develop and implement frameworks for monitoring the implementation of programs, projects, the National Gender Policy and the Gender and Social Inclusion Policies of other ministries, agencies, commissions and CSOs respectively; develop and implement frameworks for monitoring and evaluating for the Ministry Programs; prepare gender, children and social protection policy impact reports; and Coordinate the preparation of the Ministry’s quarterly and Annual Report, which feed in the President and Legislature reports; coordinate the activities of sector clearance.
The GSIU is responsible to ensure gender is mainstreamed in a uniformed system within ministries, agencies and commission and the formulation of its policies thereof, provision of gender trainings to all GSIUs; costed action plans and implementations to bridge the gender inequality gaps in Liberia; to enhance gender mainstreaming and social inclusion efforts into sectors plans, program and policies as well as institutionalize gender responsive budgeting in national budget process; and to identify and provide opportunities for capacity building and gender mainstreaming for comprehensive sex- and age-disaggregated data collection and analysis for policy formulation, planning, implementation, coordination, and monitoring needs.
The Division is responsible to conduct research on topical issues of interest on gender, children and social protection; conduct surveys on impacts of policies on women, children and marginalized groups; Develop and maintain a bank of relevant data and information on gender, children and social protection activities within the country; Establish and maintain an effective and efficient gender, children and social protection management information system;
Manage policy making, regulations and guidelines development activities, including the national gender policy and plans, the national children and social protection policy and plans, and a framework for gender mainstreaming; manage the institutional planning and programming activities of the Ministry;

Madam Mamensie Fomba Kabba is the Assistant Minister for Administration at the Ministry of Gender, Children and Social Protection. She comes with a strong political and social justice advocacy background. She has provided extraordinary leadership as a political and social justice advocate; excellently articulating the fundamentals of human rights and equal justice, women empowerment & political leadership and communicating her party’s manifesto and vision of peace & prosperity to both national and international audiences.
She is an enterprising and reputable young Liberian politician with a Bachelor of Arts in Sociology and minor in Political Science, (Magna Cum Laude) from the African Methodist Episcopal University in Liberia, with Certificates in other areas of disciplines. Hon. Kabba has given public lectures and held debates at many public forums and served as keynote - speaker and guest presenter at many auspicious occasions inspiring the young generation of her country. She offers hope, peace, and prosperity for the country through her public lectures and dialogues. She strongly believes the future of her country rests with a prepared young generation. Madam Kabba is keen on growing in her role as Assistant Minister for Administration; eager to help the Ministry accomplishes its goals and Strategic Plans aimed at ultimately helping President Weah deliver on his “Pro-poor” Agenda for prosperity and development. Inspired by her calling to advocacy for gender equality and social justice for all, Madam Kabba embarked on the struggle during the regime of Former President Sirleaf holding government and other state actors to respect and protect women’s and children’s rights. The famous ‘Bring Back our Girls Campaign’ was launched with her fullest participation as head of a group under the banner “Concerned Liberians” for the government to act fast in rescuing the girls who were trafficked to Lebanon for economic motive (prostitution, sex-workers) by some foreign businessmen. This campaign pushed and compelled the government’s quick action by ensuring that the girls were brought back. Fair treatment, rehabilitation, and family re-integration were Madam Kabba’s sustained debate.
On account of her party’s ideology and vision for the country, she championed the call for her political leader, Excellency George Manneh Weah, to contest the 2014 Midterm elections. She upheld the debate and struggle throughout the tranches of Montserrad o County thus marketing the vision for the County. The platform included; Education, Women Empowerment, and Skill Training for vulnerable people and the passage of laws in the interest of the people mainly for community development. Her debate made sense and her leader was elected Senator of the County.
Madam Kabba delivered the Conventional Speech at the official collaboration of the Congress for Democratic Change, National Patriotic Party and the Liberia People Democratic Party which formed the RULING Coalition for Democratic Change. Her inspiring speech stimulated the spirit of partisans and energized them into campaign mood in readiness for the 2017 Presidential Election. Her courage and commitment to the struggle motivated the Governing Council and the Standard bearer of the Coalition selection of her to delivery said conventional address.
The Department for Administration is responsible for the provision of the required support services for the implementation of the Ministry’s programs and the achievement of results.
The Deputy Minister for Administration, under the direction of the Minister, shall have oversight of the Ministry’s support services to the Office of the Minister, the departments and program activities to ensure the efficient and effective implementation of the mandate and functions of the Ministry. The duties of the Deputy Minister for Administration shall be as follows:
- Administer the Ministry’s financial management system, including budgeting, petty cash management, financial accounting and reporting, and internal and external audits, ensuring that they are consistent with the Public Financial Management law and regulations;
- Administer the Ministry’s human resource management system, including recruiting, selecting, training, and retention, ensuring that they are consistent with civil service law, policies and regulations;

Lydia-Mai Sherman is a professional Social Worker with over 25 years of experience. She has a Masters in Social Work and Policy at Howard University and a Bachelors in Psychology and Social Work from University of Maryland, Baltimore County. She worked as a Mental Health Counselor in the United States for over 10 years.
She returned home in 2007 and worked with the SES program as a Consultant to Ministry of Health and Social Welfare (Now Ministry of Health) and the Ministry of Gender and Development (Now Ministry of Gender, Children and Social Protection). She was then appointed Deputy Minister for Children and Social Protection in 2014. Passionate about children, old folks and people living with disabilities, her current position is a natural fit.

The Deputy Minister for Children and Social Protection, under the direction of the Minister, shall have responsibility for the management of the Ministry’s functions and activities and provide leadership to the development of its policies and programs. The Deputy Minister for Gender, under the direction of the Minister, shall have the responsibility for ensuring the mainstreaming of gender issues, policies, and programs, particularly as they relate to women and children, in all public institutions. The duties of the Deputy Minister for Gender shall be as follows:
- Manage the Ministry’s gender function and activities;
- Advise the Minister on gender and adolescent girls’ issues;
- Design, develop and implement frameworks for mainstreaming women and adolescent girls in the work of ministries, agencies, commissions and all other public institutions;
Design, develop and implement frameworks that ensure compliance with human rights issues and instruments relating to women and adolescent girls; - Provide leadership in the review of laws and legislation to ensure their conformity to international agreements relative to women and adolescent girls;
- Participate in the formulation of policies, regulations, and guidelines on the management of gender based violence;
