The Department of Gender is responsible for women and adolescent girls’ issues, policies and programs. The Department comprises of several offices to contribute meaningfully to the workings of the Department. The Department of Gender comprises of the below structures:
Office of the Deputy Minister for Gender: The Deputy Minister provides direct supervision and guidance of the Department; thereby serving as the head of the Department of Gender. The Office of the Deputy Minister for Gender is supported directly by the Technical Assistant, with support from other staff members to include Administrative Assistant, Filing Clerk and Office Assistant.
- The Deputy Minister for Gender, under the direction of the Minister, has the responsibility for ensuring the mainstreaming of gender issues, policies and programs, particularly as they relate to women and children, in all public institutions. The Deputy Minister for Gender performs the following duties:
- Manages the Ministry’s gender function and activities;
- Advises the Minister on gender and adolescent girls’ issues;
- Designs, develops and implements frameworks for mainstreaming women and adolescent girls in the work of ministries, agencies, commissions and all other public institutions;
- Designs, develops and implements frameworks that ensure compliance with human rights issues and instruments relating to women and adolescent girls;
- Provides leadership in the review of laws and legislation to ensure their conformity to international agreements relative to women and adolescent girls;
- Participates in the formulation of policies, regulations, and guidelines on the management of gender-based violence;
- Coordinates the preparation of reports required by national and international bodies and treaties on gender issues, including the state of women and adolescent girls report;
- Leads advocacy on women and adolescent girls’ issues by developing and implementing a framework for the promotion of women’s and adolescent girls’ rights, including the empowerment of women, and the protection and development of children; and
- Prepares and implements national information, education and communication (IEC) programs on women and adolescent girls.
The Division of Human Resource is responsible for human resource management, organization development, strategic and operation planning, as well as maintaining and sustaining positive work culture in the Ministry of Gender Children and Social Protection. Other functions of the Human Resource Division include but not limited to performing recruitment and selection, jobs and positions classification, equal employment opportunity, performance management, as well as staff development, employee welfare, payroll compensation and benefits amongst others. The Division is headed by a Director and assisted by an Assistant Director with cohort of staff. Some of the keys report produced by the unit include the followings:

The Division of General Services is a blend of three (3) core sub-units (Security Unit, Storeroom, & Transport Unit), with the collective responsibility to ensure the security and safety of persons and assets of the MOGCSP; preserve and manage all MGCSP properties within the 15 political sub-divisions of Liberia, ensure the provision of basic environmental management by promoting optimal safety and hygiene control in and around the compound, to facilitate a healthy and conducive working environment; to provide clerical and technical logistical services; and to convey critical personnel and logistics. Ensure that all national decoration activities in collaboration with the Ministry of Foreign Affairs’ Protocol Section and the General Services Agency (GSA) are perform. The Division is headed by a Director and supported by an assistant Director along with a Manager and technicians to augment the functions of the Division.

The Division of Information Communication Technology manages and oversees the operation of the MOFCSP’s ICT infrastructure and services, consistent with the strategic and operational objectives of the Ministry. It ensures the implementation of the MOGCSP’s IT Policy and manages the activities of the Information Technology Division, including specialized information technology development and maintenance of the Ministry’s technology-based information systems. The Division is headed by a Director and supported by an assistant Director with cohort of technicians in running its day-to-day activities. The Division of Procurement endeavors to support the operations of the MOGCSP through the provision of goods works and services as required by various user departments. The Division strives to maximize on the benefits derived, value and the efficiency of public spending, and helps the Ministry designs and executes spending plans. Also, the Division is responsible for the overall management of all procurement related activities as approved by the Public Procurement & Concession Commission Act of 2010, as well as the preparation of MOFCSP’s Procurement Plan, procurement reports and procurement execution. The Division is headed by a Director and assistant Director along with host of technicians who help to drive the activities of the Division. The Division of Budget & Finance is responsible to facilitate the effective and efficient allocation and utilization of financial resources in accordance with fiscally sound principles that supports the MOGCSP Strategic Planning and decision making processes. Additionally, the Division prepare the MOGCSP’s budget and report on the Ministry financial operations. The Division is headed by a Director and aided by an Assistant Director with cohort of technicians in running its day-to-day affairs. The Office of the Assistant Minister provides outstanding operational, technical and administrative support to the DMA. The AMA also supervises and manages the workforce, as well as puts in place a work culture and ethics that promote cordiality, harmony, mutual respect, and institutional cohesion that boost employees’ morale.
