Function: Department for Research, Policy & Planning

The department for Research, Policy and Planning is responsible for the research, policies and regulations development, and program planning, as well as monitoring and evaluation functions of the ministry;

The Deputy Minister for Research, Policy, and Planning, under the direction of the Minister, shall have oversight of the Ministry’s activities in the domains of research, policy formulation, and development planning, as well as monitoring and evaluation.

The duties of the Deputy Minister for Research, Policy and Planning shall be to:

  • Manage the research function and activities of the Ministry;
  • Advise the Minister on gender, children and social protection research, policy and planning issues;
  • Manage policy making, regulations and guidelines development activities of the Ministry, including the national gender policy and plans, the national children and social protection policy and plans, and a framework for gender mainstreaming;
  • Provide support to the Deputy Minister for Administration in the preparation of the Ministry’s budget;
  • Manage the institutional planning and programming activities of the Ministry;
  • Develop and maintain a bank of relevant data and information on gender, children and social protection activities within the country;
  • Establish and maintain an effective and efficient gender, children and social protection management information system;
  • Manage the Ministry’s monitoring and evaluation system and program, ensuring they synchronize with the Governance Commission’s governance monitoring and evaluation system and adhere to national laws, policies and regulations;
  • Develop and implement frameworks for monitoring the implementation of the National Gender Policy by other ministries and/or agencies; conduct research on topical issues of interest on gender, children and social protection; conduct surveys on impacts of policies on women, children and marginalized groups; develop and implement frameworks for monitoring and evaluating children and social protection programs; prepare gender, children and social protection policy impact reports;
  • Coordinate the preparation of the Ministry’s Annual Report to the President and Legislature;
  • Assist the Minister coordinate donor relations of the Ministry, including preparing and following-up on project proposals to access external resources to assist the Ministry;
  • Perform such other duties that are incidental to being the Deputy Minister of Research, Policy and Planning; and

Perform duties the Minister may, from time to time, assign to the Office of Deputy Minister for Research, Policy and Planning.

Function of Assistant Minister Research, Policy, Planning

The Office of the Assistant Minister provides exceptional research, policy, planning, and technical support to the DMRPP. The AMRPP also supervises and manages the workforce, as well as puts in place a work culture and ethics that promote cordiality, harmony, mutual respect, and institutional cohesion that boost employees’ morale. Profile of Assistant Minister for Research, Policy & Planning

Mr. Roosevelt S. Klafleh, AA, Bsc, Msc & PGS, Assistant minister for Research, Policy & Planning, Ministry of Gender, Children & Social Protection, Republic of Liberia.

Mr. Klafleh holds an Associate of Arts degree (AA-1996) in business administration and Bachelor of Science (Bsc-2004) in Management from the AME Zion University; a Master of Science in regional Science (Msc-2018) from the University of Liberia; post graduate studies in program management, Clarke University, and series of international trainings in Human Rights, International Protection and other trainings in Gender based violence, child rights, basic social work and peace education.
He has over 20 years of experience in Human Rights, International Protection, Child Rights, Gender based violence, program/project and field operations management and development planning.
He also served in vary capacities prior to becoming Assistant Minister; Field/County Manager, Project Concern International (PCI)-USAID; Operational Assistant Officer, United Nations Mission for Ebola Emergency Response (UNMEER) in Liberia; Senior Community Services Assistant and Associate Protection, United Nations Higher Commissioner for Refugees (UNHCR); Personnel manager, Global Wood Industries, Inc; Acting Field manager and Program Officer for child protection, Save the Children-UK; Administrative Manager, African Energy and Minerals Corporation; insurer, Secure Risk Insurance, Micro Economic Manager, under the then FCIB Bank; Class-room teacher and an ordained minister of the Evangelical Church and former National Superintendent.

Social Registry Unit

The Social Registry Unit is responsible to consolidate into a single common database, structured and organized key information about current and potential beneficiaries of social protection programs, in order to create single entry point for the citizens to access the main social protection programs; ensure the inclusion of more robust controls on eligibility determination and enrollment of beneficiaries in individual programs and on periodic updating of information on beneficiaries to ensure they remain eligible; facilitate rapid identification of beneficiaries for programs that are scaling up or trying to create synergies with complementary interventions to enhance their impact; produce key monitoring reports required for decision making and management; and ensure the capability to be linked to other databases of beneficiaries outside the Ministry, as well with the National Identification Registry (NIR), when these databases become automated.

Gender and Social Inclusion Unit

The GSIU is responsible to ensure gender is mainstreamed in a uniformed system within ministries, agencies and commission and the formulation of its policies thereof, provision of gender trainings to all GSIUs; costed action plans and implementations to bridge the gender inequality gaps in Liberia; to enhance gender mainstreaming and social inclusion efforts into sectors plans, program and policies as well as institutionalize gender responsive budgeting in national budget process; and to identify and provide opportunities for capacity building and gender mainstreaming for comprehensive sex- and age-disaggregated data collection and analysis for policy formulation, planning, implementation, coordination, and monitoring needs.

 

Monitoring & Evaluation Division

The Division is responsible to monitor and evaluate planned programs and it projects’ activities and ensure it synchronize with the Governance Commission’s policies on monitoring and evaluation system in adherence to national laws, policies and regulations; Develop and implement frameworks for monitoring the implementation of programs, projects, the National Gender Policy and the Gender and Social Inclusion Policies of other ministries, agencies, commissions and CSOs respectively; develop and implement frameworks for monitoring and evaluating for the Ministry Programs; prepare gender, children and social protection policy impact reports; and Coordinate the preparation of the Ministry’s quarterly and Annual Report, which feed in the President and Legislature reports; coordinate the activities of sector clearance.

Manage policy making, regulations and guidelines development activities, including the national gender policy and plans, the national children and social protection policy and plans, and a framework for gender mainstreaming; manage the institutional planning and programming activities of the Ministry;

Research & Statistic Division
