Function: Department for Gender

The Department of Gender is responsible for women and adolescent girls’ issues, policies and programs. The Department comprises of several offices to contribute meaningfully to the workings of the Department. The Department of Gender comprises of the below structures:

Office of the Deputy Minister for Gender: The Deputy Minister provides direct supervision and guidance of the Department; thereby serving as the head of the Department of Gender. The Office of the Deputy Minister for Gender is supported directly by the Technical Assistant, with support from other staff members to include Administrative Assistant, Filing Clerk and Office Assistant.

  • The Deputy Minister for Gender, under the direction of the Minister, has the responsibility for ensuring the mainstreaming of gender issues, policies and programs, particularly as they relate to women and children, in all public institutions. The Deputy Minister for Gender performs the following duties:
  • Manages the Ministry’s gender function and activities;
  • Advises the Minister on gender and adolescent girls’ issues;
  • Designs, develops and implements frameworks for mainstreaming women and adolescent girls in the work of ministries, agencies, commissions and all other public institutions;
  • Designs, develops and implements frameworks that ensure compliance with human rights issues and instruments relating to women and adolescent girls;
  • Provides leadership in the review of laws and legislation to ensure their conformity to international agreements relative to women and adolescent girls;
  • Participates in the formulation of policies, regulations, and guidelines on the management of gender-based violence;
  • Coordinates the preparation of reports required by national and international bodies and treaties on gender issues, including the state of women and adolescent girls report;
  • Leads advocacy on women and adolescent girls’ issues by developing and implementing a framework for the promotion of women’s and adolescent girls’ rights, including the empowerment of women, and the protection and development of children; and
  • Prepares and implements national information, education and communication (IEC) programs on women and adolescent girls.

 

Gender-Based Violence (GBV) Division

The GBV Division provides psychosocial support and other related GBV specialized protection services to survivors of sexual and gender-based violence (SGBV); as well as leading on all efforts relating to the prevention and response to GBV. The Division also provides guidance for the formulation of policies, regulations, and guidelines on the management of gender-based violence. The Division works closely with the Ministries of Justice and Health, its relevant UN Partners, Civil Society Organizations, NGOs, INGOs and other related structures to ensure the prevention and adequate response to GBV; as well as the observance of the 16 Days of Activism against Gender-Based Violence. Additionally, the GBV Division collates a monthly statistical report on GBV, which is published quarterly and annually. The Director and Assistant Director head the Division, respectively, with support from other staff members to include, the Administrative Assistant, Research Officer, Social Workers and Office Assistant.

Adolescent Girls Division

 The Adolescent Girls Division leads on designing, developing and implementing frameworks for mainstreaming adolescent girls in the work of ministries, agencies, commissions and all other public institutions. The Division leads on the advocacy of adolescent girls’ issues by developing and implementing a framework for their promotion and empowerment; as well as preparing and implementing national information, education and communication (IEC) programs on adolescent girls. The Division provides technical and leadership support to the Adolescent Girls Working Group and the Adolescent Girls Advisory Panel, respectively.

With guidance from the Minister and the Deputy Minister for Gender, the Division provides technical support and ensure the annual observance of the International Day of the Girl Child and the National Young Women and Girls Conference.

The Director and Assistant Director head the Division, respectively, with support from other staff members to include, the Administrative Assistant, Program Officer and Officer Assistant.

Women Empowerment Division

The Women Empowerment Division leads on designing, developing and implementing frameworks for mainstreaming women in the work of ministries, agencies, commissions and all other public institutions. The Division leads on the advocacy of women’s issues by developing and implementing a framework for their promotion and empowerment; as well as preparing and implementing national information, education and communication (IEC) programs on women.

With guidance from the Minister and the Deputy Minister for Gender, the Division provides technical support for the annual observance of the International Women’s Day, International Day for Zero Tolerance for Female Genital Mutilation (FGM), All Men Conference; as well as providing support to Liberia’s participation to the Sessions of the United Nation’s Commission on the Status of Women (CSW).

The Director and Assistant Director head the Division, respectively, with support from other staff members to include, the Administrative Assistant, Program Officer and Officer Assistant.

The Division comprises of the below Units:

  • Gender & HIV/AIDS Unit: The Unit, headed by a Supervisor, is responsible to review, align and adopt strategies relevant to the protection of and response to women’s specific related gender and HIV/AIDS issues;
  • Human Rights Unit: The Unit, headed by a Supervisor, is responsible to design, develop and implement frameworks that ensure compliance with human rights issues and instruments relating to women and adolescent girls. The Unit also coordinates the preparation of reports required by national and international bodies and treaties on gender issues, including reports on the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), UN Security Council Resolution (UNSCR) 1325, National Review on the Beijing Declaration and Platform for Action, and the Liberia National Action Plan on Women, Peace and Security, as well as other reports on the state of women and adolescent girls;

  • Perform such other duties that are incidental to being the Deputy Minister for Gender; and
     Perform duties the Minister may, from time to time, assign to the Office of the Deputy Minister for Gender.
