-Signs Capacity Need Assessment Consultancy With EIG/ Cares-Hub

In a groundbreaking development, the Ministry of Gender, Children and Social Protection (MGCSP) has signed a consultancy contract with the renowned Enterprise Impacts Growth (EIG) and their local partner, Cares-Hub, for a comprehensive Capacity Needs Assessment (CNA). This strategic collaboration will analyze the strengths, gaps, and constraints faced by the Ministry at both the national and county levels.

The CNA aims to provide a deep understanding of the Ministry’s institutional, human resource, financial and logistical capacities, focusing on key areas that will drive transformation and improvement. The assessment will cover the following areas:

<>Institutional Arrangements: The assessment will evaluate the clarity, efficiency, and effectiveness of the institutional structures within the MGCSP. It will examine the division of responsibilities, the quality of collaboration, and the functional flow of knowledge and data both within and between units. Special attention will be given to understanding the various reporting lines and coordination with other ministries, agencies, and donors.

<>Staff Capacity: A critical analysis of the Ministry’s human resource management will be undertaken to gauge the skills, qualifications, and capacity of staff members to effectively perform their roles.

<>Monitoring and Evaluation (MEAL System): The firm will assess the Ministry’s current monitoring, evaluation, accountability and learning systems, which are essential for tracking progress and ensuring that objectives are met.

<>Financial Management and Resource Mobilization: This area will review the Ministry’s financial management capabilities and the effectiveness of its resource mobilization strategies.

<>Procurement and Logistics: The capacity for procurement and logistics management will be assessed to ensure smooth operations and the efficient distribution of resources.

<>Policy Development: A comprehensive review of the Ministry’s policy-making processes will also be conducted, focusing on alignment with current needs and capacity to implement impactful policies.

Minister Gbeme Horace-Kollie signing on behalf of the Ministry of Gender, Children and Social Protection, embraced the opportunity to improve the manpower and operational capacity but urged the firm to ensure that Liberians are given the opportunity. As part of this transformative approach, the consultancy team will work closely with the MGCSP to develop a three-year strategic plan. This plan will implement the CNA’s recommendations and ensure the Ministry’s vision and goals are realized through clear action steps, prioritization, and measurable key performance indicators (KPIs). For each strategic action, the plan will include a timeline, responsible units, and indicators to track progress, ensuring that the Ministry stays on course towards achieving its objectives.

The strategic plan will also involve an in-depth Resource Mobilization Strategy, enabling the Ministry to effectively fund its programs and initiatives. The plan will be aligned with available funding sources and will be structured to ensure sustainability.

Additionally, the Capacity-Building Plan (CBP), designed from the findings of the CNA, will outline specific activities, including training and development programs, aimed at improving the Ministry’s overall capacity. The CBP will also establish a realistic budget and define indicators for monitoring progress, ensuring the continuous improvement of the Ministry’s operations.

This collaboration between MGCSP, EIG, and Cares-Hub marks a significant step forward in enhancing the Ministry’s operational capacity to deliver services and implement policies that can better serve the needs of vulnerable communities in across Liberia. By strengthening internal processes and aligning its strategies, the ministry is poised to significantly improve its impact in gender, children’s welfare, and social protection.

The MGCSP is confident that this initiative will pave the way for long-term, sustainable development and empowerment in the country.
