THE IMPORTANCE OF MONITORING AND EVALUATION (M&E)

 Monitoring and Evaluation (M&E) is vital in tracking the success of any program, project, or policy. It is a driving force for learning and subsequent improvement. M&E encourages transparency and accountability, which are crucial to effective program and project implementation and good governance.

At the Ministry of Gender, Children, and Social Protection, M&E is an important tool for the successful implementation of various projects, programs, and policies. This is primarily why the Division for monitoring was established within the Department of Research, Planning, and Policy to ensure that M&E becomes an indispensable component of the system: departments, divisions, units, etc., for the operationalization of the ministry.

The ministry also ensures that each project, program, and policy includes a comprehensive results framework and is appropriate with well-defined indicators so that the tracking process is convenient and time-bound.

In view of the above, every section of the ministry is expected to act accordingly to ensure that the ministry’s work is progressive and unhindered.

ADDITIONAL FUNCTIONS

  1. Processing of sector clearance

    In addition to implementing M&E functions, the Division of M&E is responsible for processing sector clearance for issuance to nongovernmental organizations carrying out various interventions, including support for child protection, women’s empowerment, and social protection initiatives.  Sector clearance is issued as evidence that the NGO has met all requirements necessary to operate within the mandate of the Ministry of Gender, Children, and Social Protection.

  2. Requirementsfor obtaining sector clearance:  Address and deliver a letter of application to the Minister of Gender, Children, and Social Protection. Please attach the following documents to the letter before delivery:

    a.    Current Liberia Business Registration Certificate for both new and reapplications;

    b.    Notarized Articles of Incorporation, for both new and reapplications;

    c.     Current workplan for both new and reapplications;

    d.    Financial Strategy for both new and reapplications (how the organization receives its funding to operate);

    e.    Current Bank statement for both new and reapplications;

    f.      Child Protection Strategy or Sexual Exploitation and Abuse Strategy; (new applications only)

    NGOsreapplying for Sector Clearance will also attach copies of their annual
    reports
    with their MFDP Accreditation certificates.

  3. Categoriesof NGO: a. Community-based: one that operates only within the community limits. Clearance fee is USD 75 plus USD 8 for processing.

    b. National NGO: one that operates in more than one county. Clearance fee is USD 100 plus USD 8 for processing.

    c. International NGO: One that has a branch in another country. Clearance fee is USD 200 plus USD 8 for processing.
