At MOGCSP, the Department plays a vital role in ensuring that the ministry functions effectively by managing its most important asset: its people. It is responsible for recruitment and placement, staff development, performance management, and the implementation of workplace policies and regulations. we ensure compliance with civil service rules, promote fair and gender-sensitive employment practices, and support employee welfare. Through these functions, HR helps build a motivated and competent workforce that can successfully deliver the ministry’s mandate and services to the public.

Core Role

1. 📋 Recruitment and Staffing 

  • Lead or coordinate recruitment, selection, and placement of qualified staff in the ministry. 
  • Ensure positions are filled in line with the Civil Service Agency regulations and merit-based recruitment principles (e.g., Job advertisements, interviews, personnel actions).
  • Maintain accurate staff records and personnel files.

2. 🧑‍💼 Employee Development & Performance Management

  • Plan and coordinate training and professional development for ministry staff to build capacity and inprove service delivery.
  • Manage performance appraisal systems-setting objectivs, evaluating performance, documenting outcomes, and advising suprvisors.
  •  support succession planning and career development pathways.

3. 📊 HR Policy Implementation

  • Apply and enforce HR policies derived from the Civil Service Human Resources Policy Manual and other public service regulations 
  • Support managers in interpreting HR policies on leave, promotions, staff conduct, and employment conditions. 

4. 🤝 Employee Relations & Welfare

  • Serve as point of contact for staff queries and concerns related to HR issues,
  • Facilitate grievance handling and conflict resolution among employees. 
  • Advise leadership on workforce morale, well-being, and staff retention. 

5. 🗂️ HR Administration & Compliance

  • Maintain accurate human resource records, payroll data, and HR information systems.
  • Ensure compliance with civil service laws, regulations, and reporting requirements for government agencies.
  • Prepare HR report for senior management and oversight bodies as required,

6. 📐 Support Strategic Management

  • Assist the Ministry’s administrative leadership to plan workforce needs in alignment with program goals and budgets.
  • Contribute to organizational planning, including job evaluation and staffing configuration (as guided by civil service standards)
