With over fifteen (15) years of public service experience, Hon. Frederick S. Cooper joined the Ministry of Finance & Development Planning August 11, 2011 as a Presidentโs Young professionals; an initiative introduced by former President Ellen Johnson Sirleaf.ย
Prior to being vetted for this prestigious program, he served as an intern at the Liberia Coco Cola Bottling Company (LCCBC) in the Marketing Department.
During his stay, he helped the company improved sales through marketing research strategy, which identified potential clients for purchase as a way of boosting sales.
After his recruitment in 2011 by the Presidentโs Young Professionals Program, (PYPP), he was assigned in the Department of Budget as Technical Assistant to the deputy minister for Budget. In 2013, he was promoted to the position of Assistant Coordinator for the Department of Budget to ensure the coordination and formulation of the National Budget. In 2016, he was promoted to the position of Senior Research Analyst, Division of Development Planning and later in 2018, he was promoted as Assistant Director, Expenditure Monitoring Unit, Department of Fiscal Affairs, Ministry of Finance & Development Planning. A position he held before his appointment as the deputy minister for Administration, Ministry of Gender, Children & Social Protection in February 2024.
He earned an undergraduate degree in Business Administration from the Stella Maris Polytechnic (2009) and a Masterโs Degree in Public Administration with emphasis in Public Sector Administration from the Cuttington University Graduate School, August 5th 2017. He also earned a post graduate degree from the Foreign Service Institute, Certificate from the IMF in Inclusive Growth, Certificate in Budgeting & Budgetary Control, from South Africa, and a Certificate in Development Assistance from the Peopleโs Republic of China respectively.
His expertise include: budgeting, development planning, financial analysis, Policy analysis, and administration. He has had various responsibilities and continue to do so in various areas including but not limited to: Oversee the expenditure & financial management of government resources to ministries, agencies & commissions. This is done by monitoring & analyzing their expenditures trend to proffer appropriate recommendations where necessary. Hon. Cooper is a public Servant with vast experience as indicated above and loved to serve humanity.
