Honorable Frederick S. Cooper, Deputy Minister for Administration 

Hon. Cooper has over eleven years of public service experience, embarked on his distinguished career with the Ministry of Finance & Development Planning in Liberia in 2011 as part of the President’s Young Professionals program initiated by former President Ellen Johnson Sirleaf. With a foundational role as an intern in the Marketing Department at the Liberia Coca Cola Bottling Company, where he notably enhanced sales through strategic marketing research, Cooper has significantly advanced in his career.

He holds an undergraduate degree in Business Administration from Stella Maris Polytechnic (2009) and a Master’s Degree in Public Administration, focusing on Public Sector Administration from Cuttington University Graduate School. Further enriching his expertise, Cooper has received certificates in Inclusive Growth, Budgeting & Budgetary Control, and Development Assistance from prestigious institutions including the IMF and the People of China.

Currently serving as the Assistant Director at the Expenditure Monitoring Unit, Department of Fiscal Affairs within the Ministry of Finance & Development Planning, Cooper has navigated through various critical positions since his recruitment. His roles have spanned from Technical Assistant in the Department of Budget, Assistant Coordinator for Budget, to Senior Research Analyst in the Division of Development Planning, before ascending to his current role. His tenure at the ministry is marked by significant promotions and a tenure as Deputy Minister for Administration at the Ministry of Gender, Children, & Social Protection, showcasing a progressive career trajectory across three major departments: Budget, Fiscal Affairs, and Administration.

Hon. Cooper’s expertise encompasses budgeting, development planning, financial and policy analysis, and administration, with a special focus on overseeing the expenditure and financial management of government resources. His work involves meticulous monitoring and analysis of expenditure trends across ministries, agencies, and commissions to provide necessary recommendations, reflecting his profound impact on Liberia’s public finance and development planning sectors.
