Gender Minister Congratulates Launch of EXCEL Project

I extend sincere congratulations to the Ministry of Education (MoE), the Civil Service Agency (CSA), the Ministry of Finance and Development Planning (MoFDP), and His Excellency President Joseph Nyuma Boakai, Sr., on the successful launch of the Excellent in Learning in Education (EXCEL Project).

This timely and forward-looking initiative demonstrates the Government’s firm commitment to human capital development and aligns strongly with the ARREST Agenda for Inclusive Development (AAID), particularly under the Human Capital Development pillar. The EXCEL Project arrives at a critical moment, offering renewed hope for improved learning outcomes, institutional strengthening, and inclusive opportunities for Liberia’s children and young people.

As Minister of Gender, Children and Social Protection, I am especially encouraged by how this program complements our Save the Future Project, through which over 13,000 children previously in street situations have been reached and positively impacted through protection, care, and reintegration and educational efforts.

The Ministry of Gender, Children and Social Protection stands ready and looks forward to working alongside our sister institutions to ensure that no child

is left behind and that Liberia’s development agenda remains inclusive, protective, and people-centered.

We remain optimistic and firmly committed to strengthening collaboration, sustaining impact, and translating this vision into meaningful outcomes that will secure a brighter and more dignified future for our children and our nation.

Minister Gbeme Horace-Kollie
